The Individualized Education Program is the most important document in a special education student's school career. But not all IEPs look the same. While the core federal requirements under IDEA apply uniformly across all 50 states, each state has the flexibility to design its own form, structure, and supplemental requirements - which means the document a teacher in Texas completes can look quite different from the one their colleague in Vermont is working with.

Key Similarities and Differences Across State IEP Templates
What Every State Has in Common
- All templates include the required IDEA components: PLAAFP, measurable annual goals, special education services, LRE explanation, accommodations, progress reporting, and transition planning (age 16+).
- Every form requires documentation of the IEP team, including parent/guardian participation, and a record of who attended the meeting.
- All include Procedural Safeguards acknowledgment and parent rights notification.
- Consideration of special factors (behavior, English language proficiency, communication needs, assistive technology, visual/hearing impairment) appears in every state form.
- Progress monitoring frequency tied to the same schedule as general education report cards is a universal requirement.
- Transfer of rights at age of majority is addressed in every state template reviewed.
Where States Differ Noticeably
- Form length varies dramatically - from 3 pages (Montana's simplified template) to 28 pages (Washington state's secondary IEP).
- Transition planning age thresholds differ: Texas and Georgia begin at 9th grade entry; most states at 16; Kentucky begins at 14.
- Goal structure varies: Connecticut and Rhode Island use a domain-by-domain format tying each goal directly to short-term objectives. Texas uses a goal-area model organized by content and skill. Others use a more open-ended structure.
- Some states (Indiana, Louisiana) include detailed eligibility determination checklists within the IEP itself. Others address eligibility in a separate document.
- Colorado and Vermont require age-appropriate transition assessments to be documented by name within the IEP. Other states address this less specifically.
- Oregon's form includes a third gender option ("X") alongside Male and Female - a reflection of state-level policy that differs from many other state forms.
- Maryland's form uniquely includes emergency evacuation accommodation documentation for students who require it.
- North Dakota's form (NDBIN) includes parent-facing guidance notes directly embedded in the IEP template itself, oriented toward family advocates and parents.
