- The Act – To improve learning and teaching by providing a national framework for education reform; to promote the research, consensus building, and systemic changes needed to ensure equitable educational opportunities and high levels of educational achievement for all students; to provide a framework for reauthorization of all Federal education programs; to promote the development and adoption of a voluntary national system of skill standards and certifications; and for other purposes.
- Goals 2000: Educate America Act (overview) – The Goals 2000: Educate America Act, Pub. L. 103-227, became law on March 31, 1994. Title I of the Act defined a set of eight National Education Goals, and the rest of the law was intended to provide a framework for meeting those goals. Title I of the Act is reproduced here.
- Goals 2000 : Educate America Act (summary) – Goals 2000 was signed into law in March 1994 to provide funding to states over a five-year period to support state-level improvement initiatives and award subgrants to local school districts to develop and implement education improvement plans that focus on improving achievement for all students.
