- The Act – To improve learning and teaching by providing a national framework for education reform; to promote the research, consensus building, and systemic changes needed to ensure equitable educational opportunities and high levels of educational achievement for all students; to provide a framework for reauthorization of all Federal education programs; to promote the development and adoption of a voluntary national system of skill standards and certifications; and for other purposes.
- Goals 2000: Educate America Act (overview) – The Goals 2000: Educate America Act, Pub. L. 103-227, became law on March 31, 1994. Title I of the Act defined a set of eight National Education Goals, and the rest of the law was intended to provide a framework for meeting those goals. Title I of the Act is reproduced here.
- Goals 2000: Educate America Act (summary) – In March 1994, President Clinton signed the Goals 2000: Educate America Act. He said that, “We insist, with Goals 2000, that every student can learn. We insist that it’s time to abolish the outdated distinction between academic learning and skill learning. We know now that most academics has practical application, and that, more and more, practical problems require academic knowledge.
